Belle Epoque genre scene with a beauty and her new hat was executed by well-listed French genre, portrait , landscape painter and illustrator Henri Paul Royer ( 1869 - 1938 ). The artist was born on Nancy, studied in Paris : at the Fine Art Academy by Jules Lefebvre and Louis Devilly and at the Academy JuliN by Francois Flameng. Untertook the travell to Europe (greece, Sicily) and to North and South America. later he became the professor of the Fine Art Academy in Paris.
Exhibited his works since 1890 at the Salon des Artistes Francais. He won the National Award in 1898, the gold medal in the Universal Exhibition of 1900. He was made Chevalier of the Legion of Honor in 1900, an officer in 1931.
